City of San Jacinto Downtown San Jacinto Specific Plan.  The City of San Jacinto is currently implementing a community-based planning process to create the Downtown San Jacinto Specific Plan,  The Specific Plan is a policy guidance document that will provide long-term policies, actions and programs that will contribute to positive growth and change in San Jacinto.  The Study session will provide a summary of the planning process, existing conditions in the plan area, and the results of community participation.  An Environmental Impact Report is being prepared to analyze the effects of the Downtown San Jacinto Specific Plan.  This meeting will also serve as an EIR Scoping Meeting for the public to offer comments on topics and issues that should be addressed in the EIR.
